Q: How can the USPTO help me when another person wants to buy my idea which has not been yet patented?
A: The cost of an attorney and or Agent registered to practice before the USPTO can check to see if the idea is indeed unique. They can patent the idea and they may also provide you with the proper documents so that you may transfer the patented idea. The cost can come from anyone meaning if its your idea and the attorney or agent is charging $$$$$ for services then add to that the amount you will sell the idea to the other pary and after all parties have agreed then the transaction may proceed.
